Jacqueline Horton

Jacqueline (Jackie) Horton joined the Center of Policing Equity in January of 2024 with a desire to create an even greater impact within society. Jackie is a national community organizer with a special focus on cases stemming from police brutality or misconduct within Black communities. While she is originally from the Bronx, New York, Jackie has developed and sustained deep roots within the Hampton Roads, Virginia area. In May of 2020 she graduated Cum Laude with her bachelors in political science from the illustrious Norfolk State University. Since then, she has been on the front lines fighting for Black lives and providing mutual aid within various communities. Jackie has led crucial grassroots efforts in connection to the cases of Xzavier Hill and Donovon Lynch. In addition, she has built strong ties to the communities surrounding Walter Wallace, Jr and Breonna Taylor. For her efforts she was awarded The Woman of Courage Award by the Emmett Till Legacy Foundation.

Aside from her victim advocacy work, Jackie has also served as a Field Director and Regional Field Director on several Black voter contact campaigns. Her passion for Black liberation, heart for mutual aid and commitment to equity and justice are all factors that motivate her to do this work. Jackie brings a special skill set to the organization that will be crucial to bridging the gap, and building the bridge between Black communities and police departments nationally.
